Subject to the constitutional principles
and the domestic laws of each State and existing treaties between
the States Parties, the fact that the alleged act of corruption was
committed before this Convention entered into force shall not preclude
procedural cooperation in criminal matters between the States Parties.
This provision shall in no case affect the principle of non-retroactivity
in criminal law, nor shall application of this provision interrupt
existing statutes of limitations relating to crimes committed prior
to the date of the entry into force of this Convention.
