I.C.S.F.T. : Article 23
- The annex may be amended by the addition of relevant treaties:
(a) That are open to the participation of all States;
(b) That have entered into force;
(c) That have been ratified, accepted, approved or acceded to by at
least twenty-two States Parties to the present Convention.
- After the entry into force of this Convention, any State Party
may propose such an amendment. Any proposal for an amendment shall
be communicated to the depositary in written form. The depositary
shall notify proposals that meet the requirements of paragraph 1 to
all States Parties and seek their views on whether the proposed amendment
should be adopted.
- The proposed amendment shall be deemed adopted unless one third
of the States Parties object to it by a written notification not later
than 180 days after its circulation.
- The adopted amendment to the annex shall enter into force 30 days
after the deposit of the twenty-second instrument of ratification,
acceptance or approval of such amendment for all those States Parties
that have deposited such an instrument. For each State Party ratifying,
accepting or approving the amendment after the deposit of the twenty-second
instrument, the amendment shall enter into force on the thirtieth
day after deposit by such State Party of its instrument of ratification,
acceptance or approval.
