The use of the mails
- In conformity with their obligations under the Conventions of the
Universal Postal Union, and in accordance with the basic principles
of their domestic legal systems, the Parties shall adopt measures
to suppress the use of the mails for illicit traffic and shall co-operate
with one another to that end.
- The measures referred to in paragraph 1 of this article shall include,
in particular:
(a) Coordinated action for the prevention and repression of the use
of the mails for illicit traffic;
(b) Introduction and maintenance by authorized law enforcement personnel
of investigative and control techniques designed to detect illicit
consignments of narcotic drugs, psychotropic substances and substances
in Table I and Table II in the mails;
(c) Legislative measures to enable the use of appropriate means to
secure evidence required for judicial proceedings.
